The Kebbi State Government has announced the appointment of Almustapha Malami as the new General Manager of the Kebbi State Geographic Information System (KEBGIS). The appointee, who is the younger brother of the former Attorney-General of the Federation and Minister of Justice, Abubakar Malami, SAN, steps into the role with an immediate mandate to modernize the state’s land administration system. The appointment was formalized through a letter signed by the Kebbi State Head of Service, Safiyanu Garba Bena, and circulated to the press in Birnin Kebbi on Tuesday.
The move has immediately sparked a wave of political conversation across the state due to its remarkable timing. Almustapha Malami’s elevation to the head of the critical land management agency comes less than 24 hours after he formally defected to the ruling All Progressives Congress (APC). During his public declaration for the party, the younger Malami notably pledged his total loyalty and support for Governor Nasir Idris, specifically looking ahead to the 2027 general elections. While the government has framed the appointment as a strategic professional placement, political observers have been quick to link the role to the sudden political realignment.
In the official letter of appointment, the Head of Service emphasized that the state expects a high level of professionalism and diligence from the new General Manager. The administration highlighted that KEBGIS is central to its urban renewal and digital transformation goals, requiring a leader who can ensure effective land mapping and the streamlining of digital land records to improve service delivery for the citizens of Kebbi. “The government expects you to bring your wealth of experience to bear in ensuring effective management of the state’s geographic information system for improved land administration,” the statement read.
As the agency responsible for the entirety of land administration and mapping in the state, KEBGIS holds a powerful position in the executive framework. Almustapha Malami takes over at a time when the state is looking to increase its internally generated revenue through more efficient land titling and digital record-keeping.
