Legacy of Growth: Ogun Passes N1.67tn Budget

The Ogun State House of Assembly has formally approved the 2026 Appropriation Bill, a massive N1.67 trillion fiscal plan designed to cement Governor Dapo Abiodun’s developmental footprint. In a swift legislative process lasting just 26 days, the lawmakers gave their nod to the “Budget of Sustainable Legacy,” marking a significant step toward the state’s long-term economic consolidation.

Presided over by Speaker Oludaisi Elemide at the Assembly Complex in Oke-Mosan, the session saw the budget scale its final hurdles with unanimous support. The passage followed a detailed report by the House Committee on Finance and Appropriation, led by Musefiu Lamidi. While the total expenditure remained at the initial figure presented by the Governor, the Assembly introduced strategic tweaks to the revenue side of the ledger.

Specifically, the lawmakers pushed for a more aggressive internal revenue drive, adjusting the proposals for three Ministries, Departments, and Agencies (MDAs). This revision effectively increased the state’s Internally Generated Revenue (IGR) target by over N2.1 billion. To maintain a balanced book, an equivalent amount was deducted from the projected capital receipts, ensuring the total budget stayed within the N1.668 trillion mark.

Governor Abiodun’s “Sustainable Legacy” plan is heavily weighted toward infrastructure, which claimed the lion’s share of the estimates with N526.15 billion. The administration intends to utilize these funds to construct approximately 450 kilometers of urban and rural roads, expand the “Ogun Light-Up” project, and upgrade several sports stadia across the state.

The social sector also received a major boost, with Education and Health allocated 17 percent and 13 percent of the total budget, respectively. These funds are earmarked for the rehabilitation of 80 primary healthcare centers, the training of STEM teachers, and the enhancement of digital learning initiatives. The Governor described the plan as a roadmap to reduce inequality and safeguard the future of the state’s residents.

The legislative process moved with clockwork precision, transitioning through a clause-by-clause adoption before the Committee of the Whole House. Majority Leader Yusuf Sheriff moved the motion for the third reading, which was seconded by Minority Leader Lukman Adeleye. Following the final vote, the Clerk, Sakiru Adebakin, was directed to transmit a clean copy of the bill for the Governor’s assent.

In addition to the main 2026 bill, the Assembly also passed the 2025 Revised Appropriation Bill and the Medium-Term Expenditure Framework (MTEF) for 2026–2028. These supplementary approvals provide the necessary legal framework for the state to navigate the current economic climate while maintaining its focus on the “ISEYA” development pillars—Infrastructure, Security, Education, Youth Empowerment, and Agriculture.

As the document moves back to the executive, the message from the Oke-Mosan legislative complex is clear: the state is prepared for an era of high-intensity development. By raising the IGR targets and prioritizing capital intensive projects, the Ogun State government is signaling its intention to remain Nigeria’s premier industrial hub, driven by fiscal discipline and a commitment to shared prosperity.
